Trump's Ambitious Statement on American Oil Investment in Venezuelan Draws Industry Skepticism.

Energy analysts have expressed deep skepticism regarding optimistic statements that American energy majors will quickly pump tens of billions of dollars to fix the country's dilapidated energy sector.

The Need for Absolute Protections

Lacking an solid promise of full reimbursement from the US federal government, analysts expect international firms to act with extreme caution.

“It seems too early to comment on any upcoming plans,” an official stated in response.

The ambitious schedule of less than a year and a half was publicly outlined. Yet, industry projections suggest a different picture.

A Likely Outlook

“Chances are going to take multiple years for any kind of output increase,” noted an industry expert.

Experts believe oil companies would likely spend:

  • The first year: Sorting through new government and security contracts.
  • The second year: Commencing rebuilding of facilities.
  • Final phase: Starting to meaningfully increase output.

The result could be an boost of around 500,000 barrels per day maybe by the end of the decade.

Desire Versus Appetite for Risk

There is a critical difference between multinationals’ interest and their readiness to commit significantly.

“I think their interest is an eight, on a scale of one to 10. However, their readiness is a mid-range score, because there is no clarity yet.”

Seasoned operators in the country share this caution. The expectation is that firms will politically talk up the opportunity while privately acting with deliberate slowness.

The Colossal Cost

The financial bill would be enormous. University estimates suggest that increasing production by between half a million and a million barrels per day would require more than $10 billion in funding over two to three years.

But, rebuilding production to previous levels of around 2.5 million bpd could require a massive $80 billion to $90 billion over many more years.

The Outstanding Issue of Federal Guarantees

The prospect of energy companies being paid back by the federal government has been repeatedly raised. However, formal assurances on this proposal have not yet been announced.

Without clarity is the key factor for the industry's reluctance. Companies seek guarantees against sovereign risk and the chance that a subsequent president could refuse any agreement.

“It is essential to be protected from nationalization, that we’ve experienced in Venezuela previously.”

Ultimately, while rhetorical optimism runs strong, the financial risks suggest a path of measured steps for potential large-scale investment in the Venezuelan oil sector.
